Hey Lip,
According to the Yosemite website and CalTrans road report, Tioga Pass is still closed. I would imagine that there is a ranger at the pass and that's the reason the flag is flying. The road has been plowed for a week now, but they say there is still work to be done.
As soon as I hear anything I'll let you guys know. I got my ears out there and I'm checking the web every day.
